feat(crypto): named-var key loaders (admin/agent) + NewDEK

Replace KeyFromEnv with AgentKeyFromEnv/AdminKeyFromEnv reading EMCLI_KEY
and EMCLI_ADMIN_KEY; add NewDEK for envelope encryption. Seal/Open double
as DEK wrap/unwrap.
