Fixes #43.

  • makes Agent updates discoverable from Settings and the dashboard behind-version summary
  • shows every host with connectivity/version/eligibility and exclusion reasons
  • supports checkbox subsets plus name, tag, version, and eligibility filtering
  • confirms selected count and exposes the 95s-per-host worst-case ceiling
  • validates, deduplicates, and preserves explicit rollout membership server-side
  • adds canary-first pause after the first reconnect hello verifies the target version
  • adds retry/resume entry points for halted rolls and a final authoritative hello-version read before timeout
  • retains sequential, halt-on-failure, cancellation, audit, and admin-only behavior
